                  REGULATION 
                    The City of Rockwall is a small Municipal Separate Storm  Sewer System (MS4) operator that is located within an urbanized area and is  eligible for coverage under Texas Pollutant Discharge Elimination System  (TPDES) General Permit No. TXR040000. Under the authority of the Environmental  Protection Agencies Clean Water Act a storm water permitting program was  developed. The population served within the City of Rockwall urbanized area is  over 40,000 but less than 100,000 based on 2020 Census data, therefore the City  is categorized as a Level 3 MS4 Operator.

                  STORMWATER MANAGEMENT PROGRAM (SWMP)  
                    A SWMP has been  developed and is being implemented according to the requirements of Part IV of  TPDES General Permit No. TXR040000, for storm water discharges that reach  waters of the United States. The SWMP was developed to prevent pollution in  storm water to the maximum extent practicable (MEP) and effectively prohibit  illicit discharges to the system.
